The Soviets were not bankrupt when Reagan became president. However they became bankrupt by attempting to outspend Reagan in his military buildup and in the arms race. Also, SDI scared the hell out of Gorbachev and the Soviets. Reagan used it as a leverage and it lead to the missile reduction treaties that Reagan and Gorbachev signed in December of 1987. The meetings that Reagan and Gorbachev had during the 80's played a large part in Gorbachev ultimately dissolving the Soviet Union in 1991.
